It looks like a beehive quern stone to me.

My guess about the nice road is not that the Romans built it for the vicus, but that the Romans built a nice road and the vicus clustered round it. I am seeing a similar process happening to the supposed "relief road" built across the flood plain between Reading and the M4, in the years since it was built.
